West Virginia's state flower, the rhododendron, encircles the state seal on this official flag which was adopted in 1929. Two men, who represent a farmer and a miner, flank a rock bearing the date June 20, 1863, the date West Virginia became a state. The state motto, "Montani Semper Liberi," Latin for "Mountaineers are always free," is inscribed on a red ribbon that appears above the seal.
